Pledging federal support for early childhood education initiatives, U.S. Secretary of Education Arne Duncan visited a Bloomington summer school classroom and took part in an early learning forum July 16 as part of a Tuesday morning swing through Minnesota.

“The world has changed,” Duncan told the audience. Unlike 40 years ago, high school dropouts have little chance of obtaining a good job and supporting a family in today’s economy. Today’s high school dropouts are “condemned with poverty and social failure,” he said.

Early education is not about identifying the intelligence or abilities of preschool children, according to Duncan.

“We want to close what I call ‘the opportunity gap,’” he said.

Duncan praised the initiative of Dayton and noted that Minnesota’s support for education is a bipartisan effort, just as it is in the real world. That bipartisan support needs to be replicated at the congressional level in Washington, D.C., he noted.

Cassellius spoke of the impact early education programs had on her, specifically Minnesota’s Head Start program, which offers programs to low-income families, including kindergarten readiness. She said Head Start made a huge difference in her life, and thanked today’s supporters of early childhood education.

“Our parents did it for us,” she said. “Let’s do it for our kids, too.”

Laysha Ward, president of Target Community Relations and Target Foundation, talked about how she, too, benefitted from educational opportunities as a child from a low-income family, even though she didn’t realize it at the time.

“Apparently I was poor,” she noted.

She and Cassellius were examples of the return on investment that is reaped from early education funding, she added, explaining that Target’s community relations and foundation invests in early education programs that work to ensure children can read proficiently by the end of third grade.

Opening the panel presentation, Fujitake talked about the Bloomington district’s Pathways to Graduation initiative that focuses on preparing students to be college and career ready by the time they graduate. The initiative starts with early childhood education.

“Early childhood starts at birth, not at kindergarten,” Fujitake said.

The district’s investment in early childhood programming began more than five years ago, he noted.

“We have not regretted that investment,” he said.

The data, technology and professional development programs available help the district refine its early education programs, he added.

Ward also endorsed the importance of performance data in education. As in business, it’s important to be able to examine the success of the work, she said.

“Data isn’t something we should be afraid of,” Ward said.

The forum audience was largely made up by those in support of the initiatives being promoted by the panel. However, there were several people who expressed disapproval of Duncan and the Obama administration, carrying signs opposing corporate and private interests in public schools and supporting teachers as the best assessors of student performance in the classroom.

Parker taking on new look

Contractors who were itching to get into Parker Elementary School for a $5.9 million remodeling project said they are on target to complete the project in time for the start of school, according to Parker Elementary School Principal Mike Malmberg.

When school opens in the fall, the K-5 building will be more secure thanks to closed classrooms, a vestibule at the entrance of the front of the school and repositioned front offices. There are many other changes, too.

Malmberg has been giving tours of the school, which tourists say has already taken on an entirely new look with what has been done so far.

Parents to businesses: Please welcome our children when we visit you

Parents of preschool-age children say what they appreciate most in a business is staffs who are welcoming to their kids, according to survey results from the Elk River Early Childhood Coalition.

The survey, which targeted adults with young children, was filled out by 269 adults. One-third of the respondents had a welcoming environment for kids as one of their top three choices.

“One thing that’s exciting about this is that it doesn’t cost a dime,” said Nicole Huntley, the coordinator of the Elk River Early Childhood Coaltion. “It’s as simple as training everyone that works at a business to be warm and friendly to children and families. Families want to feel welcome.”

The survey is a continuation of the coalition’s efforts to bring the business community and early childhood advocates together to expedite the coalition’s main goal to promote school readiness.

The Elk River Early Childhood Coalition brought in former Gov. Al Quie in April 2012 to talk to businesses, educators and caregivers about the importance of school readiness.

The coalition stays busy with the topic of school readiness by routinely getting child care providers, caregivers and parents together for educational talks and programs.

“We’ve started to create a bridge between the people who work with children and kindergarten teachers,” Huntley said of parents, child care providers and caregivers.

The coalition is working on bringing in another speaker — Katy Smith, the first early childhood educator to win teacher of the year honors from Education Minnesota —to address parents, businesses, caregivers and educators later this year. To this end, the group is working on securing additional funding.

So far its work has been done with the help of a series of three $10,000 grants from the Minnesota Initiative Foundation.

Highlights include bringing the Minnesota Children’s Museum exhibit on early learning and its work with follow along programming that pairs kindergarten teachers and those that work with children from birth to age 5.

The foundation remains committed to early childhood and school readiness, but they have made a transition away from funding ongoing efforts of coalitions across the state toward offering innovation grants to create programs to address needs.

Huntley said the Elk River coalition is committed to school readiness and literacy to help children have success in school. “Our focus is on cradle to career,” Huntley said.

Meanwhile, the survey will be used as a tool to continue a dialogue with the marketplace about what families with young children are looking for from businesses where they shop and go for services.

The second biggest concern of theirs when frequenting a business is having changing tables — in both the women’s and men’s restrooms. Two responses, which tied for third in the survey, called for a play area in or near where they are shopping or having toys or books available.

Officials sense bumper crop of kids coming

The start of school is still a few weeks away, but early indications are that the Elk River Area School District will have a bumper crop of students showing up at their doors.

Superintendent Mark Bezek reported that as of Aug. 12 the district is up in enrollment by about 260 students. That number could still grow, but it could also come down as students who moved away are taken off school class lists.

“To be up like that (at this point) is exciting but it makes us a bit anxious, too,” he told the Star News.

Bezek said the good news for District 728 is its growth that brings in more revenue, something flat enrollment or a decrease don’t do.

He said bad news is the district has some crowding at its schools in the southern area of the school district that will become exasperated.

Bezek noted at the Aug. 12 School Board meeting the biggest pools of growth are being detected in Rogers, Hassan and Otsego elementary schools.

“You couldn’t pick three more packed schools (in our district) than those,” Bezek said.

The Elk River Area School District’s move toward all day every day kindergarten is likely a reason for some of the increase, but its unclear what all the drivers are, Bezek said.

The superintendent told members of the Elk River Area School Board his administration will compile the latest numbers Monday and bring them to the Aug. 19 work session at the District 728 Offices.

The Elk River Area School Board will be asked to consider some action plans to deal with crowding issues in the south and examine longer-term solutions for the whole of the district.

“We have an immediate space crunch regardless of the size of our enrollment gain,” Bezek said.

One tact to consider will be an addition to Hassan Elementary School, whereby a wing would be added similarly to how a wing was added to Westwood Elementary School in the Zimmerman area.

Bezek noted he and other administrators have some thoughts on how to relieve pressure caused by crowding.

“If things are turning (and we’re starting to grow enrollment again) we’re wondering how we’re going to get ahead of it,” he said.

Peanut allergies topic of board debate

The Elk River Area School Board has considered the merits of going peanut free in schools.

But after hearing a report on the district’s efforts to safeguard students with various allergies, board members decided enough is being done.

“I think you have done an excellent job,” School Board Director Dan Hunt said. “You have an excellent track record. I don’t know what else we could do other than what we’re doing.”

Few students have had peanut allergy reactions, despite a rising number of the students with peanut allergies. There are at least 129 elementary school students across the district with peanut allergies, according to school officials.

School Board Director Jolene Jorgensen asked if there is a way the district can improve upon what it’s doing.

“That would be the challenge I throw down,” she said.

 

Riesberg, Miller give food allergy report

Jane Riesberg, the coordinator of health services, and Julee Miller, the general manager of the school district’s food service provider, Sodexo, explained what the district has done in an effort to keep kids with allergies safe.

School officials have gone into classrooms to talk to students about food allergies when students in the class have them. They have made — and revised — posters to raise awareness.

School personnel sometimes use buttons at the beginning of the year to assist cooks spotting students who have allergies. School officials have even labeled special peanut-free tables, otherwise known as allergy aware tables, for students with allergies to sit.

The district has stopped short of going peanut free, as some school systems have tried with mixed results. A couple fears explained at the recent meeting are “lawsuits” and a “false sense of security.”

When pressed for some possible improvements, Riesberg said she has a couple ideas.

One would be to promote the use of a peanut butter substitute made from sunflower seeds. It has the same consistency of peanut butter but it smells and tastes differently. Field trips is one venue Riesberg said might make sense to try it out.

Another option would be to stop the practice of birthday treats being brought to school and teachers handing out treats as rewards.

“Stickers and pencils could be handed out instead,” Riesberg said.

School Board members didn’t bite, however.

Jorgensen brought the issue of peanut butter allergies to Superintendent Mark Bezek, who put it on the Sept. 13 agenda. Jorgensen brought it up after getting queried by the grandparent of the District 728 student.

She explained to fellow board members the family of this child had concerns their grandchild could accidentally eat something or be exposed to something simply by picking the wrong table mate. As for special tables, they raised a concern for them about the possibility of a student  being ostracized for an allergy.

Board members debated the merits of going peanut free as Riesberg and Miller cautioned the board from it.

“I don’t know that we could ever go peanut free,” Riesberg said. “We’re not the peanut police. We can’t control what comes in a lunch box. If somebody has a Nutter Butter cookie or a Snickers candy bar, there’s not much we can do.”

Riesberg also pointed out the number of allergic reactions has been low in her time with the school district.

“I am starting my 11th year here, and I can recall two or three incidents related to peanuts in the time I have been here,” Riesberg said.

In one case a student who couldn’t resist the temptation of a birthday cookie treat required attention. Riesberg remembers administering an epinephrine injection pen shot to counteract the allergic reaction that fourth- or fifth-grade student was having.

“The student was old enough to know better,” Riesberg said.

The Elk River Area School District has scaled back dramatically on the number of items with peanuts in them and products made in plants where peanuts are processed, Miller said.

The district does, however, still sell Smuckers peanut butter and jelly sandwiches. In fact, it sold about 65,000 of them last year to students. That does not count the number of peanut butter and jelly sandwiches that have come in lunchboxes from homes.

“The average home lunch does,” Miller said. “It’s a pretty cost-effective lunch.”

Riesberg and Miller said families with children who have allergies are dealt with on a one-on-one basis, whether it’s allergies to dairy products, eggs, peanuts or something else.

Steps to protect the children, ranging from buttons to alert staff to the allergy aware tables, are offered to parents, and only provided with their consent. Epinephrine injection tools, often referred to by the brand name EpiPen, are kept in health rooms for when the need arises, Riesberg said. A few students carry them on themselves at the parents’ request, she said.

Riesberg trains cooks on how to administer the epinephrine injection pens at the beginning of every school year in the event a student experiences anaphylaxis. There’s also a health clerk at every building.

Kindergarten can be the toughest grade, because food allergies are new to many students and children with allergies may lack the self control to skip a treat being given to classmates, Riesberg said.

Buttons help, but not all parents want their child singled out in that way, she said.

Either way, “the cooks get to know the students really well,” Riesberg said. “And the kids are all pretty educated.”

School Board Vice Chair Holly Thompson, who volunteers in the Zimmerman-area schools, said she has been impressed with the efforts being made. Last year while volunteering in a kindergarten classroom for one day, she said she was brought up to speed on all the kids with allergies. She said five of 25 students couldn’t have milk.

“They were telling me what to do even though I was only there one day,” she said of her instruction. “It’s taken very serious.”

Jorgensen had questions about the special tables and if that leads to teasing.

Thompson said from her experience, it didn’t appear to be the case. She said the kids seem to have compassion and they are learning about food allergies.

“We all have things about us that make us different and unique,” she said. “I have been impressed with what my kids know about food allergies and how they are protective of their peers.”

School Board members agreed the district was doing a good job and felt comfortable leaving things as they are.

Van Erp makes the jump to principalship

n Salk Middle School assistant principal performs balancing act in transition to Otsego principal post

The first few weeks of Todd Van Erp’s 2013-14 school year have been a balancing act.

He’s had one foot in his new school as the Otsego Elementary School principal. The other has been at Salk Middle School.

At Otsego, he’s replacing Erin Talley, who was promoted to be the director of teaching and learning for the Elk River Area School District. At Salk, he’s bridging the gap between his late-summer hire and the arrival of his replacement,  who’s expected to be on board this week.

“I’m heavily invested in this building,” he said, from an office that’s not his own at his soon-to-be former school. “This is a great place to be.”

Van Erp is not only referring to just Salk,  he said, but also to the Elk River Area School District as a whole and now Otsego Elementary School, where he  has been given a warm welcome.

He said he plans to spend the first three to six months mostly listening.

“The last thing I want to do is come in and make a bunch of changes,” he said. “Erin (Talley) has been super helpful and has a wealth of knowledge. I haven’t told her yet, but I plan to have her on speed dial.”

She’s been bouncing back and forth between the district office and Otsego Elementary School.

 

Taught science at the start of his career

Van Erp got his start in education as a science teacher and a coach nearly 20 years ago. He spent 12 years as a middle school and high school science teacher, including a stint at Rocori High School under Terry Bizal, who was the principal there before coming to Elk River High School.

“I had the good fortune to hire Todd,” said Bizal, who remembers Van Erp’s initial degree in mortuary science catching his eye.

While at Rocori, Van Erp gained the respect of his colleagues and made an positive change in the science department.

Van Erp has also coached numerous sports, ranging from high school baseball to youth basketball. He loved both teaching and coaching but found that what happens in the classroom energizes him most.

He said the role of a principal has grown over the years from that of a building manager to an instructional leader.

“That’s where the rubber meets the road,” he said. “I want to continue to do that at Otsego. I got to do it here at Salk.”

Van Erp lists AVID, Academic Edge and PBIS as some of his work that he’s most proud of.

“It’s neat to see those things come together,” he said.

Julie Athman, the Salk principal and his boss, said Van Erp’s presence at Salk will be missed.

She said in just two short years, he had quite an impact on the culture of the building with his work on implementing STRIDE, or the Students Taking Responsibility in Demonstrating Excellence program. All this while the school has been trained on Positive Behavior Intervention Supports.

Athman said he has also been instrumental in establishing a systematic plan for student intervention time or flexible schedule.

Beyond all this, Athman said Van Erp has an “exceptional strength in building relationships with students, parents and staff.”

Bizal agreed.

“He is well-read and understands educational research to improve instructional strategies,” Bizal said. “His demeanor is even and cool yet he is constantly gathering data to make good decisions, sometimes against the status quo, though courageous leadership.”

This is Van Erp’s sixth year as an administrator. He got his start with various positions at a North Branch middle school and even sampled working at an elementary school. His experiences as a coach also made him a good candidate to serve in the small district as an activities director.

That experience at the elementary school helped him realize being an administrator at that level was something he wanted to pursue. He found working with elementary students in North Branch interesting and worthwhile.

Of all Van Erp’s experience in North Branch, he fondly remembers doing district-level committee work on safe schools, a community involvement day project and sitting on the superintendent’s cabinet. Van Erp said he’s not gunning for any particular position as an administrator. He said he’s enjoying the journey.

“I like to think that I make my own fun wherever I am and whatever I am doing,” he said.

Van Erp said a goal he has as a principal is to ensure Otsego Elementary School has a positive learning environment. He’s a believer in giving meaningful feedback to teachers so they can improve. He strongly believes in asking reflective questions to get educators thinking about what’s working and what’s not.

He suspects the sheer amount of challenges that being a building manager can bring could stand in the way of that endeavor.

“I need to be intentional,” he said.

First, he will finish his balancing act with Salk Middle School in Elk River and Otsego Elementary School.

District welcome back among ’13 highlights

The following is a run-down of some of the top news from 2013 as it relates to the Elk River Area School District.

Parker finally remodeled

After nearly three years of planning, imploding bid climates and one last hiccup when news of a declining birth rate called the Parker Elementary School remodel into question, the Elk River Area School Board proceeded with the project in February.

The $6 million project converted the last open elementary school to one with classrooms doors that can be locked in a safety-conscious world. The renovated school also has more secure front entrance.

The media center was also remodeled and updated in addition to many mechanical updates.

Board authorized Handke bid process

The Elk River Area School Board authorized the administration on Dec. 9 to go out for bids for the remodeling of the Handke Center north wing.

The school district put out bid packages for best value methodology in 2012, but the bids that came back were too high and the project was put on hold.

The district worked with the architects to time the bids and with the state in preparation for inflation.

Bids will be due about the third week in January.

Handke is the district’s original high school and was built 1930. The north wing, added in 1951, houses the district’s Early Childhood and Family Education program, Early Childhood Screening programs and the Reach-Up Head Start classroom.

The renovation and remodeling project is proposed to replace the parking lot and create a new, more distinctive main entrance with a vestibule by remodeling the school’s media center where Adult Basic Education is located. This program will be moved upstairs into a classroom and will have access to a second room, as well. Community Education and Early Childhood administrative offices will be moved into the former media center space.

There are also plans for a conference and community room for meetings, events and parent discussion for parents taking Early Childhood Family Education and Early Childhood Special Education classes.

District 728 made security upgrades

In the wake of the Sandy Hook Elementary School massacre on Dec. 14, 2012, the Elk River Area School District decided in January to launch a pilot study on security cameras and buzzer systems at the entrances of elementary schools across the district.

The first went in at Otsego Elementary School, and the pilot project quickly took off from there with wide acceptance and little resistance.

By the end of the school year, every school in the district, including middle schools and high schools, had the new security systems. They each cost about $6,000 and are funded out of a safe schools levy the district regularly uses. The last one was installed and activated three days before the end of the 2012-13 school year at Elk River High School.

Enrollment growth resulted in hires

The Elk River Area School Board added teachers at the start of the school year after experiencing some unexpected growth. The district grew by about 350 students, causing board members to add about 15 teachers to address large class sizes.

The new positions were to cost about $1.2 million, which would be more than covered by the increased student population’s funding.

High schools host college, career fairs

Elk River High School and Rogers High School held their first college and career fairs. Both were deemed a success, and plans to hold them again in 2014 are already in the works.

District welcomed all 2,400 employees

Superintendent Mark Bezek shut down schools and offices before the start of the 2013-14 school year for a couple of hours to gather all District 728 staff in one place. It was the first time, that he’s aware of, that the district had managed such a feat.

The 2,400-plus people, many of whom boarded buses to get there, filed into the stands. Much like high school students settling in for a pep fest, there was a buzz. Those there ranged from teachers, classroom assistants and principals to cooks, clerical staff and janitors.

Bezek said the reason for bringing everyone together was a recognition that all staff, no matter their position, have value and are needed to carry out the district’s mission to “educate, inspire and empower the district’s diverse learners, to shape their futures, to accomplish their dreams and to contribute positively to our local and global communities.”

Bezek’s hope for the 2013-14 school year is to move the school district’s mission forward — and faster than before. He titled his talk “Driving Faster: Moving the Mission Forward 2.0.”

Dads lend a hand in the classrooms

Fathers took on a higher profile at local elementary schools this year, thanks to the proliferation of WATCH D.O.G.S.

These Dads of Great Students, as they are called, and other father figures walk the hallways before school starts, helping out in classrooms and at recess, sitting down in kid-sized chairs to test children with flash cards and even helping out on the playground. And by the end of the day, if history repeats itself, they will be issuing high-fives to kids on their way out to the bus.

WATCH D.O.G.S. is the father involvement initiative of the National Center for Fathering that organizes fathers and father figures to provide positive male role models for the students and to enhance school security. As of this summer there were 2,811 active programs in 46 states participating in the WATCH D.O.G.S. Program.

Three schools (Rogers Elementary School, Parker Elementary and Zimmerman Elementary) in the Elk River Area School District piloted it last year, and the rest of the district’s elementary schools are implementing it this year.

Series of budget meetings with public begins Feb. 5

The Elk River Area School District is hosting a series of public meetings in preparation for upcoming budget decisions.

The purpose of the meetings is to provide accurate information about the Elk River Area School District 728 budget, and to seek the public’s input on solutions and priorities.

The Elk River Area School Board agreed Feb. 3 at a work session to stay the course with its decision from long ago to come up with $2.75 million in expenditure reductions.

Three public meetings will be held at 7 p.m. on the following days at the following locations:
