Legion Auxiliary seeks Girls State applicants

The Minnesota Department of the American Legion Auxiliary is hosting the 70th annual Girls State event from June 12-18 at the Bethel University in St. Paul. The Elk River American Legion Post Auxiliary is providing funding to send up to three junior girls from the Elk River area to this program in citizenship and Americanism. The purpose of this program is to:

•develop leadership and pride as American citizens

•educate citizens about our system of government

•instill a greater understanding of Americanism

•stimulate a desire to maintain our democratic government processes.

This is achieved by establishing city, county and state government using mock campaigns, caucusing, debating, voting and parliamentary procedures. Other activities include a day at the Capitol, well-known speakers, patriotic ceremonies and a judicial court system.

Move fewer students, parents say

The Jan. 26 meeting to discuss school boundary lines with the families most impacted by the proposed changes to the Twin Lakes Elementary School attendance zone had all the underpinnings of an emotional, controversial and argumentative debate.

One parent cried foul over “classism” on a placard at the entrance to the school cafeteria where the meeting was held. More than 120 parents, District 728 administrators from the four affected elementary schools and the two affected middle schools along with some school staff filled 15 lunch tables for the first chance to publicly scrutinize the proposed boundary lines. The proposed boundary lines for Twin Lakes, Parker, Lincoln and Meadowvale elementary schools were unveiled at a Jan. 11 meeting of the Elk River Area School Board.

District administrators opened Monday’s meeting with a presentation on how Twin Lakes got to this point, the work that was done by the 4004 Committee assembled to prepare the parameters used to draft the proposed changes, and a plan to put attendees to work on what they think of the proposal and their suggestions to improve it.

The goal of the meeting was to encourage and promote a focused conversation and to vale and honor the perspectives of each person. Groups of like-minded individuals were assembled after the first round of questioning allowed participants to identify what they liked and what they felt needed to be improved with the proposal. In the second round they worked to identify solutions to their biggest concerns.

Afterward participants patiently waited in lines to place an allotment of green and orange stickers to say what they could support and what ideas to improve the plan resonated with them the most. Most quietly left after completing their final task while others stuck around to pose more questions to administrators and make a case for their particular viewpoint.

The meeting, which lasted more than two hours,  ran remarkably smoothly, but not without flare ups of emotion as parents talked around the tables about where their children and others will be heading to elementary school or middle school this coming fall under the proposal. Those flare ups, however, were limited to  those tabletop discussions and did not spill into the big group.

The 4004 Committee will look at the plan again and decide if they will make any revisions. Next, they will present to the School Board on Feb. 8 with final action expected on March 14.

It was this past fall that Twin Lakes Elementary shot past building enrollment capacity by more than 15 percent that triggered a district policy to convene a committee of staff and parents.

Fifty-eight more students than the previous year showed up at Twin Lakes this past fall. The enrollment now sits at 901, and more growth in the east is expected as a large housing development is being prepared.

The 4004 Committee was assembled and was charged with looking at what to do about the crowding at the eastern-most elementary school, and after looking at the options, decided to pull at least 200 students out of the school.

“The goal is for the plan to be durable enough for kids to stay at their school for the remainder of their elementary school career,” said Charlie Blesener, the district’s director of community engagement.

A high number of participants challenged the need to do this, asking to limit the number of kids pulled out of the school to 150. This idea attracted dozens of votes (green stickers). Each participant got five stickers and could put all five on one idea or put one on each of five ideas.

Other ideas to get considerable support were:

–Additional students should not be moved for the sole purpose of maintaining equity across the district.

–Twin Lakes teachers who have kids attending should be allowed to keep their kids at the school.

Other ideas to get a significant number of votes included asking to have the Northfork development remain intact in the Twin Lakes attendance zone and to grandfather in certain groups like those day cares in the Twin Lakes attendance zone.

The woman who toted the placard before the meeting asked during the meeting if socio-economic conditions were considered during the group’s work.

They were, district officials said, later explaining that two clauses in the policy that drives the committee’s work address movement of students to guard against having  changes in attendance zones adversely affecting another school or impacting equity.

Among the demographics measured and examined were the numbers of students of color and those with limited English proficiency as well as those in special education and on free and reduced lunch.

School officials were able to identify the percentage changes that could be expected and saw that the most any school increased or decrease was, in most cases, up or down by less than 1 percent. The number of students on free and reduced lunches at Twin Lakes will go down less than 2 percent, and the number of students on free and reduced lunches at Lincoln will also go down by 2 percent. Meadowvale and Parker will both be impacted by less than 1 percent.

“I didn’t speak with the woman, so I don’t know what her specific concern was,” said Joe Stangler, the district’s administrator of research and assessment. “But I can say that we did pay attention to this fact and met the expectations associated with both the policy and the recommendation.”

Mainstreams: Trip of a Lifetime

More than three dozen students from Elk River and Zimmerman high schools rang in the New Year in Italy on the trip of a lifetime.

“I will never forget (it), because of all the natural beauty and architecture,” Zimmerman High School junior Arica Forsti said. “I got to see, learn and do so much in such a small amount of time that no other trip will compare to this one.

“All of the pictures you see of Italy don’t do it justice because it’s something you have to experience for yourself. From riding a gondola in Venice to climbing the Tower of Pisa, Italy showed me what true beauty was. This was truly the trip of a life time.”

The 10-day odyssey began on Dec. 28, 2015, after more than two years of planning. Twenty-four Elk River High School students, six teachers and two administrators doubling as chaperones accompanied 14 Zimmerman High School students and three parent travelers.

The group landed in Milan and proceeded east to the cities of Verona, Padua and Venice.

In Venice, the group was treated to a glassblowing demonstration as well as a gondola ride on the famous canals of Venice.

From there, they traveled south to Florence for two days, which included a morning excursion to the city of Pisa where they were able to see the famous leaning tower.

The group also spent New Year’s Eve in Florence, Elk River High School senior Michael Domeier said.

While in Florence, the group was able to see the beautiful Duomo Cathedral as well as Michelangelo’s stunning Renaissance sculpture of David.

Elk River High School junior Ashley Nething said her favorite memory of the trip was climbing to the top of the Leaning Tower of Pisa.

“The view from the top was breathtaking,” she said.

After Florence, the group traveled south to Rome, where they toured the Vatican, the Colosseum, the Pantheon and ruins of the Roman Forum.

Domeier said touring Rome was like stepping back in time — and history.

Ellie Nelson, an Elk River High School junior, said all of the history “makes you appreciate the world in many ways.”

From Rome, the group from Elk River and Zimmerman traveled south through Naples to see the ruins of Pompeii on their way south to the beautiful coastal city of Sorrento.

The group’s last destination was the island of Capri, where they dined on pizza and were able to do some shopping.

In the evenings, students settled into a game of cards and ate Italian chocolates, according to Zimmerman High School junior Morgan Bronken.

Elk River math team closes out season with 2nd-place finish

The Elk River math team hosted its final meet of the year Wednesday night, finishing in second place behind Blaine.

Senior Brianna Gerold came in first place overall, Haley Yoder tied for second, Alex Christensen tied for fifth and Trevor Pautzke came in 10th place for the Elks.

“I’ve been on math team for four years,” Gerold said. “Hanging out with the team is super fun, and even though we didn’t win it was still a good year.”

Gerold will attend St. Scholastica next year, where she plans to major in Math and Computer Science. Her favorite memory from her time with the math team is going to state as a junior.

She said the key to finishing in first place is a combination of practice and familiarity with the tests. She said Curt Michener teaches her and her teammates what they need to know in order to be successful.

“She’s awesome,” Michener said of Herold. “She’s willing to do anything you ask, and she’s the hardest worker I’ve probably ever had. Just a positive influence in the classroom and in the school. I’m going to miss her.”

After the competition, Michener was disappointed his team didn’t make state. He knew the Elks had a shot, but they came up one point short against the Bengals.

He said he’s sad to see the seniors go, but he’s hopeful next year’s group can carry the tradition forward and lead the team back to state.

“We’ve got a tradition around here of being pretty solid in math,” Michener said. “We’ve got some new kids that want to carry it.”

District will buy the Minnesota School of Business facility for about $4.2 million

The Elk River Area School Board voted Monday to purchase the Minnesota School of Business building in the city, despite the objections of two board members.

Board chair Holly Thompson and board member Jane Bunting voted against the project, which will cost between $5.6 and $7.3 million, voicing concerns about the district spending millions on an administrative building potentially at the expense of other projects.

They also said they wanted more public comment on the project that will ultimately cost $7.3 million, noting the discussion generated by spending a similar amount of money on the Rogers High School auditorium.

“I don’t see anything about this project tying back to student achievement or the World’s Best Workforce,” Bunting said. “I hear convenience of staff, but I don’t hear necessity.”

In a presentation to the board, Supt. Mark Bezek and Executive Director for Business Services Greg Hein said the new facility will allow for operational and long-term capital savings. It will also increase staff productivity by housing everyone under one roof, they said.

“I know it’s never popular to spend money on administration, but it takes administration to operate a school district of our size,” Hein said. “We’re just trying to be as efficient as we can in use of taxpayer and state money.”

The move will end a yearslong search to find a single administrative facility. The three existing administrative buildings range from 16 to 45 years old and would need millions in future capital improvements, Hein said.

Bezek said the district will use about 75 percent of the 31,200-square-foot building, which is located off Highway 169 and tucked behind a SuperAmerica gas station on 193rd Avenue.

The district will pay $4.2 million for the building, $1.2 million to renovate it and about $300,000 for other costs, Hein said.

The district will use $1 million of its $3.3 million in capital reserve funds for a down payment on the project. It will need to finance at least a part of it, though Hein said he hopes the district could limit interest by selling or leasing the three existing administrative buildings. Those were appraised at $2.95 million.

Still, Bunting and Thompson were hesitant about the project. They both questioned whether the board should spend money on this building before discussing broader spending goals at its Feb. 29 work session.

They also said they were concerned with the lack of public comment on the project. The discussion came at the end of Monday’s three-hour-long meeting in front of a sparse audience. Most audience members had left after the board discussed the Twin Lakes Elementary School boundary changes earlier in the meeting.

Bunting introduced a motion to postpone the purchase agreement, but only she and Thompson voted in favor of that.

Board members asked Bezek and Hein if the building would be available if the board were to wait. They said they did not know.

Hein said the district will bid the project this summer, begin construction in the fall and move in next winter.

Board Members Tony Walter, Shane Steinbrecher, Sue Farber, Jamie Plantenberg-Selbitschka and Dan Hunt voted in favor of the project.

Group suggested 200 be moved at first

The committee tasked with addressing overcrowding at Twin Lakes Elementary School recommended Monday that the Elk River Area School District transfer about 150 Twin Lakes students to Parker and Lincoln elementary schools for next school year.

That number was about 50 fewer students than the committee originally recommended on Jan. 11.

The modified recommendation came after a Jan. 26 public input meeting attended by more than 130 people. In an informal vote, just 9 percent of attendees approved of moving up to 200 students and 39 percent said the district should decrease the number to 150.

District policy requires a school to reduce its student population when the building is more than 15 percent over capacity. Twin Lakes is about 16 percent over capacity this school year, with about 900 students and a stated limit of 775.

“We don’t have enough classroom space,” Principal Dan Collins said, adding that school leaders had to convert the media center into two fifth-grade classrooms.

“Your building becomes where it’s hard to manage with so many kids.”

The committee is recommending the district reduce the school’s population by reassigning open-enrolled and in-district transfer students and by revising the Twin Lakes boundary zone.

The committee’s new plan would reassign students in Pullman Place and a portion of the Northfork development to Lincoln. It would reassign a portion of the students who live in the townhomes in the area north of the light rail station to Parker.

The new plan would allow the 14 children of Twin Lakes staff members who are not in the school boundary zone to remain. It would also allow nine students from Otsego to stay, because that elementary school is about 10 percent over capacity.

The plan would allow 17 open-enrolled students directly to the east of the current Twin Lakes zone to stay. Those students would otherwise be in the Anoka-Hennepin School district.

It would allow upcoming fifth-graders to stay at Twin Lakes but would require those families to provide their own transportation.

The plan would not change the number of full-time classroom employees the district needs next year. The district would eliminate Twin Lakes’ assistant principal and third secretary positions as a result of the plan. It would also need to move about four or five teachers to different buildings.

The district plans on mailing final student assignment letters to every Twin Lakes student in kindergarten through fourth grades.

Boundaries ‘good for 3 to 5 years’
The district policy, dubbed the 4004 policy, stipulates that the district not change a student’s school more than once in a selected grade span, which is elementary school in this case.
Director of Research and Assessment Joe Stangler said the district will adhere to that policy. He said the modified proposal could hold for three to five years, whereas the committee’s original proposal could hold for five to seven years.

Regardless, he said the district will not move kids more than once during their elementary school careers.

Attendance zone changes next year would apply only to elementary schools, not Salk and VandenBerge middle schools. The district will phase in the changes at the middle schools.

The School Board decided on Monday to discuss the recommendations at its Feb. 29 work session. District administrators say the board needs to make a final decision by its next meeting on March 14.

Band, choir program strong at NWSC competition

Elk River High School was well represented at the 16th annual Northwest Suburban Conference All-Conference Band, Choir and Orchestra Honors Concert held at Blaine High School Feb 9.

These singers and musicians were among more than 2,500 students from 14 schools to submit audition recordings and high school music career statistics to compete for spots in the all-conference performance groups.

Seven Elk River High School musicians and eight choir members were named All-Conference.

A first-grade teacher from Otsego Elementary and a math instructor from Zimmerman High School/Middle School are among the 114 educators named as candidates for the 2016 Education Minnesota Teacher of the Year.

Erin Rehnblom is a first-grade teacher at Otsego Elementary and has been with ISD 728 since 2011.

Julie Beaver, who is a math teacher at ZMS/ZHS and also works with students at Ivan Sand Community High School..

The Minnesota Teacher of the Year program, now in its 52nd year, is the oldest and most prestigious recognition program in Minnesota to honor excellence in education. The program chooses one teacher to represent Minnesota educators.

Problem solvers on the prowl: FLL Minions, Cybernetic Crusaders compete at state

Nick Balmanno, Aidan Barnes and Julia Balmanno’s eyes all light up when asked about their favorite kind of pizza.

Nick prefers stuffed-crust cheese pizza from Pizza Hut. Aidan fancies the barbecue chicken from Chanticlear Pizza in Blaine. Julia pauses, then she decides on sausage from Domino’s.

That’s why Nick, Aidan, Julia, their four teammates and their project leader, Beth Balmanno, decided to design reusable pizza boxes for their First Lego League robotics team. They figured they needed something that everyone genuinely loves – not something like milk or yogurt.

Since they first had the idea, they’ve talked to a host of people – from New York City Pizza Tour host Scott Wiener to a member of T.O. plastics to environmental technician Kristen Mroz and many others – and their hard work earned them a trip to the state competition Feb. 20.

The FLL Minions, who have T-shirts with their team names, have earned a trip to state in three of the past five seasons. This year, they were one of 66 teams to go to state out of 632 total teams throughout Minnesota. If they win state, they could go to St. Louis, San Diego (that’s their top choice) or Arkansas, but they have a bigger goal than winning the competition.

It would be great to place at the state competition, but their eyes are set on that bigger prize, which is really seeing the program be implemented here,” Beth Balmanno said. “They’ve taken a lot of really great steps to see that happen, so fingers crossed.”

With this pizza box, customers would bring a dirty box to a pizza place, where they’d swap it out for a new, reusable one. The dirty one would be washed at the pizza place and ready to be shipped out once again shortly thereafter. This idea matches the goal of the project, which is to reduce trash in the community.

The exciting thing about their idea is that it’s not farfetched, and it’s already gaining traction.

You are switching out boxes, which creates a loyalty program for your company,” Aidan, 13, said. “If someone throws it in the trash, it’s decomposable, and they can also recycle it.”

They reached out to Wiener, who gave constructive feedback to talk to city officials who could help turn their brainchild into a reality.

He told us that we were on the right track with plastic pizza boxes, but that we should consider going to the city, so that’s what we did,” Julia, 10, said.

If reusable pizza boxes start sweeping Elk River and beyond in the next few months, the FLL Minions will know they reached their goal.

Crusaders forge ahead

Seven middle school students sit around a table in the bottom floor of St. John’s Lutheran Church and School. They flip through binders that showcase their work, talk proudly of all they’ve done and detail what they hope to do.

This is a place where every possible skill comes together. There’s author Emma Gripp, engineer and programmer Jacob Lind, natural leader Elaina Kuhnau, ambassador Nikolas Nelson, dependable worker Benjamin Banaszak, designer Colin Anderson and Renaissance man Joe Sweet.

Together, they form the Cybernetic Crusaders, a FLL Robotics group in its first year as a club at the school. Next year, robotics coach David Inselmann hopes to create two teams, but for now he’s extremely proud of all his team has accomplished. The Crusaders earned first place in Lego Robot Design at one competition and first place for their project at a second competition, which means they are advancing to the state competition Feb. 20.

It’s been an amazing experience, and it’s very helpful to have all the people we have on our team,” Emma said. “They all have different roles, which have played an amazing part in getting us to this level.”

The robotics club is run like a gifted and talented program. Members did extensive research and spent six weeks building their robot, and they received an award for their robot design in the regional competition. In the sectional tournament, the team won an award for its research project, which is extremely rare, especially for a first-year team.

The project is called Eco-Scan, and it is a solar-powered device that uses recycled materials to monitor aquatic life in Minnesota’s lakes and rivers. They are using recycled cellphones. Elaina was running at Twin Lakes Park for cross-country, when she came across a sign that was talking about Zebra Mussels, an invasive species.

That’s when she came up with the idea of using recycled phones to monitor invasive species that affect Minnesota’s lakes and the life that flourishes in them. They did extensive research on the problem and the current solution.

They made their first prototype by following the engineering process. It is powered by a solar cell and run by a recycled cell-phone. The raft section is made out of recycled materials like milk jugs, Styrofoam, plastic water bottles, tape and a mason jar. They keep improving their design and just finished their third prototype.

Dr. Charles Anderson, research supervisor from the Minnesota Department of Natural Resources, met with the group and called their concept cool, ingenious and amazing.

There are many benefits to the club. One of which is the ability to grow and learn as a student, but another is the bond these students now share with one another. They’ve spent hours and hours on this project and have relished the opportunity to see their ideas come to fruition.

It’s pretty amazing to see all the skills they’ve mastered,” Inselmann said.

List the activities you have participated in and tell of your proudest accomplishments: Golf, basketball, NHS. Proudest accomplishments are lettering for golf in eighth grade and doing well in school.

What is your favorite class and why? What is your favorite subject? My favorite class is math; however, science is a very close second. Both of the classes just click with me and also are very fun to participate in and learn about.

What are your future plans? For my future, my plan is to try to get some type of golf or academic scholarship for college, ideally on the West Coast. After that I would either like to be an entrepreneur or an engineer.

What are your hobbies and/or personal interests? Something that I love to do in the summer is wake surf (surfing on the wake the boat makes without a rope). Another thing that I love to do is golf, and during the summer I try to play in as many golf tournaments as possible.

Who is your hero, if you have one, and why? I’m not sure who my hero is.

Tell of a most memorable experience that relates to school, personal interests or a hobby: The most memorable experience I’ve had was probably my first varsity golf tournament. It was one of the best times I have ever had when golfing and it was at Forest Hills Golf Course.

How do you demonstrate leadership? I demonstrate leadership when at practice for either golf or basketball by always supporting my teammates and trying to make them better. I also demonstrate it in school by always helping my peers and trying to show a positive example for them.

How do you approach academics to achieve success? I look at school as both a gift and a great opportunity. I always try to look ahead and see how I can affect my future with the academic choices I make and I think that is the key.

What special projects have you done, in or out of school? I have gone to Feed My Starving Children in Coon Rapids multiple times to help benefit people in poverty all over the world.

Why do you think you won this award? I think that I won this award because of the hard work and dedication I have for school and other activities, as well as the respect, honesty and leadership that I try to show in all aspects of my life.

What does it mean to you? This award means that all my hard work is actually doing something to benefit my future, but also benefit my community and the lives of those around me, and that’s what truly matters.

Cybernetic Crusaders, FLL Minions compete at state

The Cybernetic Crusaders had a very eventful and memorable day at the state tournament. At school, the robot they designed was scoring close to 600 points. At the tournament, the team advanced to the finalists for mechanical design. This award recognizes a team that designs and develops a mechanically sound robot that is durable, efficient and highly capable of performing challenge missions.

This was an impressive accomplishment for a first-year team, when one considers that of the original 632 teams, the Crusaders placed in the top six. The team also received the first place core value award for gracious professionalism. This award recognizes a team whose members show one another, and other teams, respect at all times. They recognize that both friendly competition and mutual gain are possible, during and outside of competition. This award is particularly meaningful because it reflects the principles and values taught at their school, St. John Lutheran in Elk River.

In summary, there are three main areas for awards: robot, project and core values. At the regional tournament, the team won an award for robot design. At the sectional tournament, the team won an award for its project. Finally, at the state tournament, the team won the core value award for gracious professionalism.

The team had an amazing season and won awards in all three categories,” Crusaders coach David Inselmann said. “Of course, what they truly gained were increased skills, abilities, confidence, teamwork and had fun doing it.”

The other team that is based in Elk River – the FLL Minions – did well at state also. The Minions were finalists in the area of teamwork. They did not win any awards; however, these awards are extraordinary difficult to earn. Minnesota has the highest concentration of teams in the entire world.

At the tournament, it was stated that this tournament is the most competitive at the level it is at because of the number of teams. The final count (the numbers kept changing) was 632 teams in Minnesota, and 61 of them made it to the state level – less than 10 percent.

Bunting resigns from School Board

Jane Bunting has resigned from her seat on the Elk River Area School Board, and there will be an August primary to fill her vacated post.

The Rogers woman did not seek a fourth year as chairwoman of the seven-member board earlier this year, having decided such a leadership position had to take a backseat to her and husband Jay Bunting’s burgeoning business.

She continued on as a member of the School Board through January and into February, but announced this week she was resigning for personal reasons.

“It is with a heavy heart that she made this decision,” School Board Chairwoman Holly Thompson said.

The Elk River Area School Board accepted and unanimously approved her resignation at a special meeting Feb. 22 to accept bids for the Otsego E-8 school and hold a second reading of a policy at the District 728 offices.

Bunting’s resignation request was added to the agenda to the surprise of fellow board members.

Superintendent Mark Bezek said Bunting served the school district with dedication and a passion to deliver on its mission.

“Her leadership was essential to the success of the 2014 referendum, which will have a long, lasting imprint on the future of our district and our schools,” Bezek said.

Bunting, whose husband was the mayor of the city of Rogers, was elected to the board in the fall of 2010. She served her first term from 2011 to 2014 and was re-elected to a four-year term in that November election.

A special election to fill the remaining two years of her term will take place in August in conjunction with the state primary.

Because Bunting had more than one year left on her term, the Elk River Area School District will be required to hold an election to fill her seat. When that happens is prescribed by law. When a board member resigns between Jan. 19 and April 9 and an appointment is not an option, the vacancy is to be filled at a special election on primary election day, Aug. 9.

Decisions made  with heavy heart

Bunting closed out a three-year run as chairwoman on Jan. 4 with a tear in her eye and a crack in her voice when she announced she would not be seeking the post.

Wayzata Bay Spice Co., her and her husband’s business, had grown like crazy in the previous fiscal year, was on target to surpass sales this fiscal year as plans were being made to fetch a machine in China and start a new product line that will package spices in packets rather than bottles for certain applications.

“That’s great news, but that also means you have to invest time and capital and a lot of senior management decisions,” Bunting said in an interview with the Star News after the Jan. 4 organizational meeting. “At some point, I had to decide to shift some of my attention elsewhere.”

Bunting nominated Holly Thompson, of Zimmerman, for the position at the first meeting of the year, and fellow School Board members followed her suggestion with a unanimous vote.
